When it seemed that the construction of the new stadium for Sandecja was finally nearing a happy conclusion, a series of obstacles have emerged in recent weeks. These could lead to further delays, and the promise of city president Ludomir Handzel regarding the completion date of the investment may not be fulfilled. Why?

Offers still not opened

A few days ago, we reported that the deadline for submitting bids in the tender for the project titled Completion of the construction of the municipal stadium in Nowy Sącz at Kilińskiego Street, including equipment, infrastructure, and the development of the surrounding area - design and build mode had been extended. Instead of May 28, the bids were to be opened on June 11. However, on June 11, it was announced that... the deadline was postponed again. This time for 3 days. We accede to the request of some subcontractors to extend the bidding opportunities to entities experienced in constructing multi-purpose sports halls, as it is analogous and our lawyers have determined that the scope of the tender can be expanded. Potential contractor analyzes

New developments have emerged in the tender for the stadium's completion. The contracting authority assumes that the investment's completion, meaning the end of all works and readiness for acceptance of construction works, is set for December 27, 2024. However, according to an analysis by a potential contractor, the execution of this order involves conducting design work to obtain a final building permit (approximately 3 months), carrying out construction works (approximately 8 months), and performing activities related to the broad acceptance and certification process to obtain the final occupancy permit (approximately 2 months). This means the completion process will take at least 13 months from the signing of the contract. It is not possible to complete the order by the end of 2024, as reported by Gazeta Krakowska. The portal also relies on the opinion of a long-time Nowy Sącz resident observing the investment, who claims that under favorable circumstances, the completion of the construction would be possible only around July or August 2025.

The company responded with platitudes but also emphasized that the frequently mentioned date of December 27 is only a conventional completion date, not the final end and acceptance of the investment. This is important because, as the contractor points out, the acceptance process alone can take up to 2 months, commented Tomasz Popiela, a resident of Nowy Sącz. The bid opening deadline for securing the facade at stands B, C, and D has also been postponed. Initially scheduled for May 20, it is now planned for June 13, for the third time.

Technical condition? Rather poor

On June 12, new attachments were added to the tender for completing the stadium, including a technical condition opinion for the investment Construction of the Municipal Stadium in Nowy Sącz at Kilińskiego Street, including equipment, infrastructure, and the development of the surrounding area.

The Facebook profile of Forum Mieszkańców Nowy Sącz cited several interesting fragments that do not speak well of the technical condition of the under-construction facility:

• The covering of the analyzed load-bearing elements is diverse – the inspections show variations ranging from 2 cm to 8-10 cm. These are not standard coverings, and their improper execution may negatively affect the structure and the proper protection of reinforcement bars over time.
• Dowels (#20 approximately every 75 cm) were made in the ceiling to connect the appropriate parts of the ceiling. This connection, assuming a user load of approximately 5 kN/m², does not transfer loads properly (it is overloaded).
• Damage to the columns appeared on the side of stand B, which may indicate excessive settling. Therefore, geodetic monitoring of the settlements should be applied to check if this effect is stabilizing or deepening.
• The slab above the ground floor of building part A (poured entirely as monolithic reinforced concrete) has irregular reinforcement, visible in the annexed ferroscan results. It is recommended to strengthen the entire slab due to the inability to conduct an accurate structural analysis (results of reinforcement irregularities – further in the annexes).
• Based on the performed actions, it was found that: - The steel structure meets the load-bearing condition, but its deflection exceeds the standard value by approximately 5-6 cm.

What's happening at the construction site?

Well, another delay. Originally, the work on the facade of building stand A was supposed to be completed by the end of April or early May, but it is still ongoing. Although, recently, no workers have been seen there.

The facade is generally ready, as seen in the exposed elements. Only the aluminum elements (probably called alucobond) are missing, which are to be attached to the front wall to protect it from weather conditions, such as heavy rain. The contract term is extended until these elements arrive. Their installation is a matter of 1-2 days. By the end of June, the entire stand A is supposed to be unveiled, assures the deputy city president of Nowy Sącz.
