The city is considering two main implementation models. The first is a design and build
approach, where a single entity is responsible for both the concept and construction. The second option separates these stages—first preparing full design documentation, followed by a tender for the construction contractor.

Rzeszów authorities emphasize that the development of sports infrastructure is one of the pillars of the city’s strategy. In the first half of 2026, financial support for Stal Rzeszów amounted to as much as PLN 1.7 million, while total funding for various sports sections associated with the club exceeded PLN 5 million. The local government highlights that investments in sports have not only image-related importance but also social value, supporting youth development and promoting an active lifestyle in the region.
