Poland: New stadium for top Polish club part of larger project? City gives no clear answer

The new stadium for Raków Częstochowa has once again become the focus of the city’s debate. Discussions surrounding the former Elanex site show that the vision of a sports investment still stirs emotions, while the city avoids making a clear declaration about its place in the planned project.

Raków Stadium at the center of the City Council debate
During an extraordinary session of the Częstochowa City Council, the issue of developing the former Elanex site quickly dominated the discussion. Although councillors were formally dealing with an intent resolution concerning the Spinning Mill of the Future
project, from the very beginning the most emotional question was whether a new football stadium for Raków Częstochowa would be built there. The resolution was adopted unanimously, but no clear declaration regarding the stadium was made.
Councillors openly asked whether a football stadium would be built as part of the Spinning Mill of the Future project. Proposals were made to explicitly include the stadium in the wording of the resolution in order to dispel doubts among residents and fans. Raków authorities call for a new stadium
Representatives of Raków Częstochowa do not hide the fact that the club urgently needs a stadium that meets the requirements of domestic and European competitions. The current infrastructure forces the team to play international matches outside the city, which is seen as a serious image and organizational problem. According to the club, the former Elanex site is the best possible location for a new football stadium in Częstochowa.
In the club’s view, the new stadium for Raków Częstochowa would not be only a sports facility. It would generate traffic from residents and tourists, support the development of gastronomy, hotels and services, and become a center for non-sporting events. Such an investment could significantly contribute to revitalizing this part of the city.

Spinning Mill of the Future: sport, business and social space
The concept for developing the Elanex site assumes the creation of a multifunctional district combining sports, recreational, service and commercial functions. A football stadium appears in this vision as one of the possible elements, but not the sole pillar of the project. The city wants the new space to be attractive both to investors and to residents.
As part of the initial steps, it has been proposed to secure PLN 1 million in the city budget for the acquisition, maintenance and analyses related to the former Elanex site. Additional funds are to be allocated for the reconstruction of technical infrastructure in the area, which is necessary before any larger investments can begin.
