Poland: Raków Częstochowa’s new stadium project against obstacles The site of the former Elanex factory, where Raków Częstochowa’s new stadium is planned to be built, is currently under the management of a liquidator. The Mayor demands a quick auction date

Unlocking the Elanex area for new investments remains one of Częstochowa’s key challenges. According to city representatives, construction of a new road connection between 1 Maja Street and Krakowska Street — over the railway tracks — is already underway, which will significantly improve accessibility to the area.

During the most recent City Council session, Deputy Mayor Łukasz Kot announced that the auction date for the property has still not been set. In September, the valuation report for the land — which serves as the basis for the auction documentation — expired. A court-appointed property appraiser is now confirming the current value of the land. Mayor Krzysztof Matyjaszczyk has officially appealed to the Civil Division of the Częstochowa District Court to set the auction date as soon as possible, stressing the urgent need to begin the revitalization of the Elanex site.

Another obstacle: the heritage conservator

The city has already secured funds to purchase the Elanex property — an area of more than eight hectares. The construction of Raków’s new stadium is planned to be co-financed with external funding. However, the process has been complicated by the fact that the site has been placed under heritage protection, which hinders redevelopment and revitalization plans. The Częstochowa city council disagrees with the conservator’s decision and has appealed to the Ministry of Culture, arguing that listing the buildings as historical monuments could paradoxically block the renewal process and lead to further degradation of the former industrial area.

No referendum on the Mayor’s dismissal

In June, some residents called for a referendum to remove Mayor Krzysztof Matyjaszczyk from office. The civic group Grupa Elanex accused city authorities of promoting unrealistic visions of building the stadium on the former factory grounds while the city continues to face financial and social challenges.

Over the past few weeks, organizers collected signatures in support of the referendum but later announced that the vote would not take place. The number of collected signatures does not meet the threshold required to file for a referendum, said Dariusz Goliszek, the initiative’s representative.

Initially, organizers aimed to collect up to 30,000 signatures (just over 16,000 were required), but their efforts fell short. Additionally, the involvement of the Confederation political committee in the campaign weakened the initiative and ultimately ended any chance of the referendum taking place.
