Poland: City withdraws from revolutionary speedway stadium design contract

Speedway fans have long dreamed of a modern stadium for Motor Lublin that would meet the growing interest in the sport. Several months ago, plans emerged for the construction of a venue with a capacity of 18,500 spectators, intended to host international speedway competitions as well as other sporting events.

City had not received the design and cost documentation for a long time
Recently, however, a number of issues have cast serious doubt on the feasibility of this investment. Back in late October, reports surfaced that the city was still waiting on the project documentation. At that time, Lublin authorities imposed contractual penalties of PLN 294,000 on the design office. The consortium involved claimed that they were unable to fulfill the contract due to the city's poor preparation of the investment. After the initial penalty was issued, Deputy Mayor of Lublin Tomasz Fulara announced that due to the designer’s failure to meet contractual obligations, the city was analyzing the possibility of renovating the existing speedway stadium, Best Auto Arena, to meet league requirements. The modernization would be carried out in stages, and funds for this purpose are expected to be included in Lublin’s updated long-term financial plan and budget. The City Council is set to make a decision on this matter during its May session.

Contract terminated
On April 9, it was announced that the Lublin City Hall had officially withdrawn from the speedway stadium design contract. Despite multiple reminders, the designer of the multifunctional hall with a speedway stadium function failed to provide the complete project documentation along with the investment cost estimate, making it impossible to proceed with the works. Therefore, the City of Lublin is terminating the contract concluded with the consortium of Kavoo Invest and Sybilski, Wesoły and Partners Constructions,
said Joanna Stryczewska from the City Hall's press office.
The need for a new speedway stadium has been a topic of discussion in Lublin for several years. In 2017, speedway racing returned to the city, and by 2019, it had already welcomed PGE Ekstraliga matches. The popular Koziołki
(Goats) finally achieved their goal in 2022, winning their first-ever Polish Team Championship title. The club’s success in recent seasons has led to speedway becoming a major part of the city's life. The MOSiR Bystrzyca Stadium, with a capacity of just under 10,000 seats, quickly proved to be insufficient.
