Spain: Real Zaragoza prepares for construction of modular stadium

La Nueva Romareda SL, a company formed by the Aragon government, the City Council, and Real Zaragoza, is adhering to the timeline for the construction of the modular stadium at Parking Norte to ensure its readiness for the 2025/2026 season.

Preparations for the construction of the modular stadium
The contract sets a maximum budget of €17.3 million (including VAT, which is deductible), resulting in a final cost of €14.3 million. The facility will be operational for 26 months, with an option for extension. The commencement certificate is scheduled to be signed on December 15th of this year. The company will also handle the rental of LaLiga-required video boards, a state-of-the-art sound system, and security monitoring costs for the venue.
The contract deems having a temporary field as unavoidable,
which will accelerate the construction of the new stadium, shortening the bid submission and project completion deadlines by half. Parallel to the site adaptation, work will proceed at Parking Norte. Completion of the Nueva Romareda is slated for the last quarter of 2027. If the project is expedited, the rental period of the modular stadium will be shortened, leading to savings, with the opening of the new stadium possibly coinciding with regional and local elections.

Strict budget…
No bid exceeding the set budget will be accepted, and costs related to air conditioning, assembly, and disassembly will be covered at a fixed price.
Additional expenses will only be allowed if utility connections are found underground and not foreseen in the project (3% of the initial budget); if there is a discrepancy in soil stability compared to the geotechnical study required for sanitary work (4%); due to additional space requirements (4%); or if the rental period is extended (up to 8%). The tender specifications indicate that the temporary stadium rental will cost €195,000 per month. The selected company will be responsible for maintenance, and in case of damages not being repaired, the company will be charged for the work, or the rent will be reduced, or the deposit will be deducted.
The maximum time allowed for completing the work is 26 weeks. La Nueva Romareda SL will appoint an optional director responsible for verifying, coordinating, monitoring, and controlling the proper execution of the work. The contractor will appoint a construction manager, and both a contract log and an incident log will be maintained.

...and strict regulations
The modular stadium will be located on a site enclosed by a metal fence. During the construction, assembly, and disassembly phases, the contractor will be responsible for overseeing the site and installed elements. From the issuance of the Extraordinary Permit by the City Council until the facility's usage concludes, the winning bidder will be held accountable for the area. Once the stadium's use is completed, the company will have one month to dismantle it.
Strict but fair penalties
The company will also be required to carry liability insurance that guarantees coverage for possible damages, with a limit of €15 million. The contractor must ensure that the temporary field remains in optimal condition for hosting league matches. Before the new stadium is commissioned, Real Zaragoza staff will receive at least two days of training on how to manage the facility.

If the minimum conditions required by the federation's regulations are not met, and Real Zaragoza cannot use the field, La Nueva Romareda SL may impose a penalty equivalent to one month's rent (€195,000) for the first incident and 10% of the contract value for each subsequent occurrence. In the event of delays, the contractor agrees to provide additional resources, both material and human, to make up for lost time.
The contract also includes provisions for working in two shifts and, if necessary, on Saturdays and holidays, without additional costs or price changes. Financial penalties can be reduced by 90%, provided the final deadline is met. If the contractor fails to meet the allocated resources, a fine of €500 per day may be imposed until the conditions improve.
