Indiana creates special financing plan for NFL stadium

A decisive role in the selection process was played by the state of Indiana. In February, lawmakers approved legislation enabling a dedicated financing framework for the stadium project. The model is based on mechanisms previously used for the construction of Lucas Oil Stadium, home of the Indianapolis Colts. Arlington Heights loses ground in the race for the Bears

Until recently, the leading candidate for the new stadium was the former Arlington Park racetrack site in Arlington Heights. The club owns a large tract of land there, purchased with the intention of developing a state-of-the-art sports and entertainment district.

Tax-related issues and the lack of an agreement with Illinois officials ultimately proved to be major obstacles. Bears representatives repeatedly argued that they had not received sufficient guarantees regarding future tax liabilities. As negotiations dragged on, the Arlington Heights proposal gradually lost momentum compared with Indiana’s offer.

Despite the club’s announcement, officials in Illinois remain cautious. Chicago mayor Brandon Johnson stated that the city will continue discussions with the Bears until construction equipment actually appears on the site in Hammond. Illinois governor JB Pritzker has expressed a similar position, stressing that he remains willing to find a solution that would keep the franchise in Illinois.

State officials also point out that Indiana plans to commit substantial public funding to the project, while Illinois prefers to prioritize spending on residents’ day-to-day needs.
