According to Italian media reports, a new appeal linked to the AS Roma stadium project has recently been filed with the regional administrative court TAR. The complaint seeks to overturn both the procedure related to the strategic environmental assessment (VAS) review and the resolution approved in March by Rome’s city assembly, which once again confirmed the public interest status of the project.

It marks another complication for a development that has generated strong debate for years among residents, activists and groups focused on environmental protection and urban planning issues in the Italian capital.

The project also continues to face opposition from local committees and part of the local community. Critics point to environmental concerns, the impact on nearby green areas and the risk of increased traffic congestion around the future stadium site. These arguments have regularly appeared in the various appeals submitted to administrative courts in recent years. So far, however, none of the legal challenges has succeeded in stopping the project completely.

Despite the latest legal obstacles, the investment timeline currently remains unchanged. According to existing plans, the first construction works could begin in 2027, while the opening of the new stadium is targeted for 2031.

Lazio region approves key agreement for Pietralata stadium project

A significant step forward has also been made by the authorities of the Lazio region, which recently approved a special agreement regulating cooperation between the regional government, the national stadium commissioner and the city of Rome. Regional president Francesco Rocca stressed that the project carries major importance for both the city and the wider region.

According to the figures presented by regional authorities, the investment could generate more than €1 billion in direct spending and up to €3 billion in wider economic impact for the local economy. Rocca also stated that the region intends to support the administrative process in order to ensure the required procedures are completed as quickly as possible.
