The future AS Roma stadium has officially been classified by the Italian government as a project of strategic importance for the country, allowing authorities to apply special procedures designed to accelerate the development process.

The significance of the project extends far beyond the club itself. Both the Italian Football Federation and the government hope the new venue will be selected by UEFA as one of the host stadiums for a future European Championship. Rome’s ambition is to become one of the few cities capable of hosting the tournament in two different stadiums: the planned AS Roma arena alongside the historic Stadio Olimpico.

The most important element of the newly signed decree is the introduction of a fast-track administrative procedure leading to the issuance of a single investment authorization. This process also incorporates the environmental impact assessment, a stage that often causes major delays in large-scale infrastructure projects.

Under the new timetable, the entire procedure is expected to be completed within 90 days. By comparison, the standard process under Italian regulations can take well over six months. Authorities will first have five days to verify the completeness of the documentation. The investor will then have an additional five days to provide any required amendments. A further thirty days will be allocated for public comments and technical reviews of the project. The following month will be used for the investor’s responses and additional clarifications, before the process concludes with a ten-day administrative conference during which a final decision will be made.

Administrative process begins for the Pietralata stadium project

The decree also formally launches the so-called Conferenza dei Servizi, a multi-agency administrative procedure that brings together all institutions responsible for issuing opinions, approvals and permits. This stage is expected to play a decisive role in the future of the project.

The document clearly defines the responsibilities of each authority involved, establishes deadlines for every phase of the process and outlines the duties of all participants. The objective is to reduce the risk of delays and improve coordination between the national government, the city administration and the investor.

The commissioner’s decision has been welcomed by Rome’s municipal authorities. Mayor Roberto Gualtieri described the start of the administrative process as a milestone for the stadium project and the result of several years of work carried out by the city administration.

According to local officials, the new stadium is intended to become a modern and sustainable sports facility, fully integrated into its surroundings and capable of generating benefits not only for AS Roma supporters but also for the wider development of the Pietralata district. Maurizio Veloccia, Rome’s councillor responsible for urban planning, also expressed support for the project and reaffirmed the city’s commitment to helping move the development forward.
