Spain: Court upholds building permit for Nou Mestalla – Valencia CF can continue the project

After years of legal disputes, the construction of Nou Mestalla has received a major boost from the court. The ruling confirmed the validity of the building licence, allowing Valencia CF to continue one of the longest-running stadium projects in Spain.

The complaint was filed by a shareholders’ association critical of the club’s current owner, Peter Lim. Libertad VCF argued that the plot designated for the stadium did not meet the formal requirements of a building-ready site
under Spanish urban planning law and that the necessary urbanisation works in the surrounding area had not been initiated.
The court dismissed those arguments, pointing out that the land had already been granted a valid building licence in 2007, when the original construction works began. Subsequent modifications to the project did not invalidate that legal status. In its reasoning, the court stressed that the site is fully serviced and equipped with complete road infrastructure, meaning there is no need to secure additional guarantees for urbanisation costs.

Construction of Nou Mestalla on Avenida Cortes Valencianas gathers pace
Work on the Nou Mestalla has visibly accelerated in recent months. The most striking development has been the installation of the first steel pillars that will support the roof structure. Each column stands around 38 metres high and weighs approximately 30 tonnes. These elements are currently being assembled mainly in the northern section of the site, close to areas earmarked for future commercial development.
Although the recent ruling reinforces the position of the club and the city authorities, it does not completely end the legal disputes. Other proceedings concerning urban planning documentation and administrative procedures are still ongoing. Nevertheless, the administrative court’s decision marks a decisive step toward completing one of the most complex and long-running stadium projects in Spain.
