Competitive dialogue procedure for the stadium in Chorzów

On 20 February, a tender was officially launched for the construction of a new stadium for Ruch Chorzów at Cicha 6. The procedure is being managed by ADM Serwis. The deadline for submitting requests to participate in the tender is 24 March 2026 at 12:00 PM. The contract will be delivered under the design and build formula, meaning that a single entity will be responsible both for preparing the full design documentation and for carrying out the construction works. This approach is intended to streamline the investment process, reduce the risk of competency disputes, and shorten the overall project timeline.

After the application stage is completed, an approximately three-month dialogue phase with contractors is planned. Only then will the final terms of reference and invitations to submit final bids be published. If the schedule is maintained, the first construction works may begin later this year.

Five-Stage Construction and a Target Capacity of 22,000 Seats

The new stadium at Cicha 6 will be built in five stages. The first stage is guaranteed under the current tender, while the subsequent phases will be implemented under an option clause, depending on financial decisions and the city’s budgetary situation.

Ultimately, the stadium is planned to hold 22,000 spectators. It will meet the licensing requirements of the Polish Football Association for the Ekstraklasa and comply with UEFA Category III standards, allowing the venue to host international matches.

The pitch will be rotated by 90 degrees compared to the previous layout and positioned along the Drogowa Trasa Średnicowa (DTŚ). This represents a significant urban planning change that will affect the functioning of the entire complex.

The first stage is crucial, as it will enable the stadium to become operational and allow the team to return to Cicha 6. It includes the construction of the main stand with approximately 6,000 seats, along with full sports and administrative facilities. These will comprise changing rooms, recovery areas, referees’ rooms, VIP boxes, a press sector, and television infrastructure, including a VAR system. A new main pitch with under-soil heating and a drainage system will also be built, along with basic access roads, parking facilities, and essential technical installations. Upon completion of this phase, the stadium will meet Ekstraklasa licensing requirements and UEFA Category III standards.

The second stage involves the construction of one of the end stands behind a goal, significantly increasing the stadium’s capacity and improving acoustics. The structure will feature a roof integrated with lighting and full sanitary and catering facilities. Safety infrastructure, including evacuation routes and access control systems, will also be expanded.

The third stage will see the construction of the opposite end stand, nearly completing the stadium’s overall structure. This section may be functionally adapted to accommodate families with children or visiting supporters and will be prepared for multimedia installations and additional commercial spaces.

The fourth stage includes the construction of the largest stand along one of the side streets, enabling the stadium to reach its full capacity of 22,000 seats. The main entrance to the stadium and extensive commercial spaces intended for lease are planned in this section. A representative public square will be created in front of the stand, potentially serving as a venue for mass events.

The fifth and final stage will focus on comprehensive development of the surrounding area. This includes internal and fire access roads, pedestrian pathways, street furniture, lighting, landscaping, and rainwater retention systems.

Stadium to remain operational during construction

One of the key tender requirements is that construction must be phased in such a way that the stadium remains operational throughout the investment process. After completion of the first stage, the venue must already be capable of hosting matches with spectators and meet the minimum Ekstraklasa licensing requirements.

The contractor will be responsible for obtaining all necessary administrative decisions, including building and occupancy permits for individual sections of the facility. The documentation must also be approved by the Polish Football Association and the Police with regard to mass event safety regulations.

Construction costs and financing until 2040

The estimated cost of the first stage of construction is approximately PLN 153 million. The city’s 2026 budget allocates PLN 17.8 million for the investment. According to the long-term financial forecast extending to 2040, Chorzów plans to allocate a total of PLN 407 million for the stadium project.

The phased implementation is intended to allow flexible financial management and facilitate the acquisition of external funding. A proposal to organize a public fundraising campaign for the stadium has also appeared in public debate; however, the idea has not been formally adopted by the city authorities.
