A key obstacle remains the presence of Naturgy on the site, whose departure is necessary for complete land decontamination. According to Bap, the company could leave the location within a maximum of four years, though the club hopes for a faster solution. The 2024 land purchase, made during Rodolfo Landim’s presidency, gives the club legal grounds to act, but full investment readiness requires patience and precise planning.

FGV’s work, in collaboration with sports venue experts, allowed Flamengo to optimize the project and lower its estimated cost from the initial 3 billion R$ to a more realistic 2.2 billion R$. This reduction results from refining architectural assumptions, analyzing material and construction logistics costs, and choosing a more efficient financing model.
