The club’s interest in the project has never been in doubt, but the key question remains unresolved: how — and under what legal framework — could such an operation actually move forward? Uncertainty surrounds both the future ownership model and the timeline for any decisive steps.

Confusion over an alleged green light from the city

In recent days, parts of the Italian media reported a supposed green light from Rome City Hall’s legal office regarding a request by club president Claudio Lotito to obtain surface rights to the stadium. According to those reports, municipal lawyers had already issued a favourable opinion on the matter.

It soon emerged, however, that these claims were premature and lacked any concrete basis. Sources from the Capitoline administration clarified that no formal request concerning Stadio Flaminio has been submitted to date. As a result, Nicola Sabato, head of the city’s legal department, had no grounds to issue any opinion whatsoever. Without an official application — whether for surface rights or another form of control over the stadium — the administrative process simply cannot begin. The supposed green light therefore turned out to be little more than speculation.

Ongoing talks, multiple scenarios on the table

The absence of formal paperwork does not mean the issue is dormant. Signals from both City Hall and the club suggest that contacts between municipal officials and Lazio’s ownership have been almost daily in recent weeks. Several options are being discussed: from a full acquisition of the stadium by the club to the granting of long-term surface rights for the Nervi-designed structure. None of the scenarios has been ruled out.

Within Lazio, Christmas has been identified as a symbolic deadline. The club hopes that by then a clear framework can be agreed and the chosen solution formalised. Only at that point would Lotito be in a position to submit an official request to the city, triggering a binding legal assessment from Rome’s legal office. Until then, all reports and leaks remain hypothetical, with no formal standing in the decision-making process.

Federsupporter reacts to misleading reports

The wave of media stories about an alleged city approval prompted a strong response from Federsupporter, an organisation that has defended the rights of sports fans since 2010. After carrying out a formal review of available documents, the association found no trace of any official legal opinion related to Flaminio.

In a statement, Federsupporter condemned the spread of what it described as false and misleading information, warning that such reports risk creating unrealistic expectations among supporters eagerly awaiting clarity on the stadium’s future.
