Official approval and letter of intent

PSV and the municipality of Eindhoven have signed a letter of intent that sets out the framework for cooperation, conditions and key assumptions of the upcoming project. The document was signed by Mayor Jeroen Dijsselbloem, PSV CEO Marcel Brands and alderman Stijn Steenbakkers.

The city is growing, and with it the demand for places for recreation, culture and sport. The waiting list clearly shows that Philips Stadion is in urgent need of expansion. Fans will be pleased with the increase of the stadium’s capacity by 10,000 seats, Dijsselbloem underlined.

Currently, Philips Stadion can hold around 35,000 spectators, which makes it the third-largest football stadium in the country. The club has long indicated that it has reached the commercial limits of the existing facility.

Response to huge fan demand

PSV is facing very high demand for tickets and season passes. According to the club, around 20,000 people are on the waiting list for a season ticket. The expansion is meant to address this demand, as well as the growing population of the Eindhoven region.

Alderman Stijn Steenbakkers pointed to the broader impact of the project. Increasing the capacity of Philips Stadion is more than just an investment in PSV and football. It is not only about extra seats, but also about more history, memories, energy and solidarity, he noted.

Marcel Brands adds that a larger capacity will also mean additional revenue, which is expected to strengthen PSV’s position in the Eredivisie and on the international stage.

Complex build and choice of location

The expansion of Philips Stadion will be a demanding engineering project. The venue has been PSV’s home since 1910 and is located in the very centre of Eindhoven, which limits the available space. Studies show that this is the best location for expansion. For more than 112 years it has been an iconic place, Brands stresses.

The most likely option is to extend the stands on the north and east sides. However, the club is analysing all four stands to make the best possible use of the space. In April 2024, research company Hypercube issued a positive opinion, confirming that the current location of the stadium is suitable for these ambitious development plans.

Timeline, costs and match organisation

According to PSV’s estimates, work is expected to start in 2027. The club’s goal is to complete the expansion before 2030. During the project, PSV plans to continue playing its home matches at Philips Stadion. We have visited several stadiums that are currently being expanded while still hosting matches, such as Manchester City’s stadium, Brands explains.

The exact cost of the project has not yet been determined, but it is expected to reach tens of millions of euros. The intention is for the club to cover the costs of the redevelopment itself. As the PSV CEO emphasises, the support of the municipality is crucial, both organisationally and strategically, as the stadium is meant to remain a key part of the urban fabric.
