Spain: Valencia CF refuses to share Nou Mestalla progress certificates

Valencia CF has refused to send monthly certificates on the progress of construction at the Nou Mestalla stadium, despite a formal request from the City Council. The club argues that it is under no legal obligation to do so and notes that the project recently passed a technical inspection conducted by municipal officials.

Club not legally obliged, despite council's request
During a City Council meeting in March, the PSOE party submitted a motion requesting monthly progress reports. Although the People's Party (PP) reminded that there was no legal basis to enforce such a requirement, the motion was approved. Now, in the same week that the club finalized a stadium financing agreement with Goldman Sachs, Valencia CF has officially stated it will not provide monthly certificates, as this is neither required by law nor stipulated in any contractual agreement. However, the club added that it remains open to further inspections and is willing to cooperate with city authorities.
Nou Mestalla passes technical inspection
Nou Mestalla undergoes regular inspections by municipal technical services, as agreed when building permits were granted in July 2024. The most recent inspection took place on May 29 and confirmed that work is progressing according to schedule. The city approved the commencement of construction and architectural works at that time. In addition, a follow-up visit in June verified that the club continues to meet the agreed investment timeline — with positive results.
