Italy: Environmental approval granted for new Stadio Cagliari!

In early July, the second meeting of the Decision-Making Services Conference (Conferenza dei Servizi Decisoria) was held at the Department of Environmental Protection regarding the issuance of the Regional Single Authorization Permit (P.A.U.R.) requested by the Municipality of Cagliari for the construction of the new stadium in the Sant’Elia district.

Positive conclusion to a nearly two-year process
The Conference determined that, despite awaiting formal completion of certain supplementary documents, the existing documentation is sufficient to issue a favorable environmental opinion on the new Stadio Cagliari project. All participating institutions expressed a positive view, confirming that the project can be considered compliant with environmental regulations – provided the anticipated additions are duly submitted by the applicant.
Rosanna Laconi, Regional Councillor for Environmental Protection, expressed satisfaction with the outcome and extended her gratitude to the institutions and administrations involved in the Conference. Special praise was given to the Directorate-General for the Environment and the Environmental Impact and Assessment Service for their commitment and professionalism throughout the process. This complex procedure, initiated in 2023, demonstrates effective institutional collaboration and marks a key milestone for the implementation of a strategic project benefiting both Cagliari and the wider Sardinian region.
The meeting was held under Regional Law no. 2/2021 and regional environmental assessment guidelines (Regional Resolution no. 11/75 of 2021), and was chaired by the Environmental Impact and Assessment Service. Participants included representatives of the Municipality of Cagliari as the project proponent, along with designers and technicians from the involved companies – including Cagliari Calcio, Sportium, Progetto CMR, Percassi, and Ambiente S.p.A.
Other institutional stakeholders were also present, including the Directorate-General for Transport, the Metropolitan City of Cagliari, ARPAS (Regional Environmental Protection Agency), the Heritage and Landscape Protection Service, the local ASL (health authority), and units responsible for landscape, air quality, and territorial protection in southern Sardinia, among other regional experts and technicians.
Awaiting final decision and permit issuance
During the session, the supplementary documentation provided after the first meeting (held on 2 October 2024) was reviewed, along with feedback from the participating institutions. The V.I.A. Service presented the results of its technical assessment, which enabled a thorough evaluation of the project's impact on the environment, landscape, and public health.
The analysis confirmed that the additions largely addressed previously raised concerns, although some specific aspects still require clarification. The final decision and issuance of the Regional Single Authorization Permit – including landscape authorization – will be made by the Regional Executive Council at the request of the Department of Environmental Protection.
