England: Manchester United considering controversial funding model for new stadium Manchester United are laying the groundwork for a new stadium project, and part of the investment could be financed through a PSL system, widely used in American sports. If implemented, fans would have to pay a fortune just for the right to buy a season ticket.

American system on English soil?

United are considering introducing the Personal Seat Licence (PSL) model, which grants fans the right to purchase season tickets for specific seats. This approach is commonly used in U.S. sports, especially by NFL franchises. In the version being considered by United, fans would pay a one-off fee of up to £4,000 to gain 30 years’ priority access to buy a season ticket for their chosen seat. If they opt out in a given season, they would lose their licence.

Such a system would be unprecedented in England and – unsurprisingly – highly controversial. Club officials stress that no decisions have been made and that consultations are currently underway via focus groups. Talks with fans are being conducted by U.S.-based consultants from CSL International, a firm specialising in stadium financing models.

Funding urgently needed

The proposed new stadium would be built next to the current Old Trafford and seat as many as 100,000 spectators. The architectural design was created by the prestigious Foster and Partners firm, led by Lord Norman Foster. The estimated cost of the project exceeds £2 billion. The club is seeking government support for surrounding infrastructure, but intends to fund the stadium itself independently.

Implementing the PSL system could bring in hundreds of millions of pounds. In the U.S., similar mechanisms have delivered massive cash injections. For example, Levi’s Stadium raised significant funds through licences priced from $2,000 to $80,000. The Los Angeles Rams targeted as much as $220,000 per licence for SoFi Stadium – a venue with a similar cost to the one United are planning.

No final decisions yet

United’s management say all options are still in early stages and subject to consultation. In July, focus groups were held with season ticket holders, club members, and corporate clients. They tested various pricing models, features, and fan experience options for the potential new venue. A broader survey will be sent out to all fans during the upcoming season.

An initial opinion poll in November 2024 showed that 52% of respondents supported building a new stadium, while 31% preferred renovating Old Trafford. The new ground could be ready by the 2031/32 season – provided the club resolves land ownership issues, including over the Freightliner terminal behind the Stretford End, which is critical to beginning construction.
