Italy: San Siro sale under scrutiny, mayor hits back

The sale of San Siro stadium to Inter and Milan has not yet been completed, but an investigation into the matter has already begun. The Prosecutor's Office in Milan, under the leadership of Marcello Violi, has initiated preliminary proceedings, without pressing any charges, concerning the transfer of the Meazza stadium and the surrounding areas from the municipality.

The sale price raises doubts for the "Sì Meazza" committee
The investigation is being coordinated by a team led by Tiziana Siciliano, who specializes in crimes against public administration. The aim of the investigation is to determine whether the sale of San Siro and its surrounding areas could result in losses for public finances. Inter and Milan submitted a feasibility report to Palazzo Marino, and the city council, under Mayor Giuseppe Sala, approved a resolution outlining the next steps: starting a service conference and a public announcement to assess interest from other potential buyers. However, this step is purely formal, as the only interested parties in purchasing are the two clubs. According to the resolution, the sale price is set at €124 million for the land and €72.98 million for the stadium. The total amount comes to €197 million net. However, an 80 million euro discount
will be applied for rubble removal and land reclamation, in compliance with stadium law.
According to the disclosed information, Milan and Inter will spend just over €115 million (plus VAT) to purchase the stadium and the surrounding 280,000 m² of land. The valuation of this amount was carried out by the Tax Office (after applying the discount), but the municipality of Milan believes the sum is too low, especially considering that the city will lose revenue from concerts and matches. Another issue is the current commercial spaces at San Siro, which, according to the Tax Office, are unsuitable for expansion. However, M-I Stadio, the company managing the Meazza stadium, owned by Inter and Milan, believes the land is suitable for purchase to build a new stadium.
The Mayor of Milan strongly comments on the matter
After the Prosecutor's Office, Mayor of Milan, Beppe Sala, weighed in. There is a virtual party of ‘no’ people who want to influence the work of the mayor. A party that, if it were to run, could expect 1% support,
Sala said, referring to the prosecutor's investigation, which has no suspects or crime hypotheses and aims to check whether the stadium sale could harm public finances. The information was leaked by those who filed the complaint, knowing that we would soon publish a tender announcement.
This refers to Luigi Corbani, president of the Sì Meazza
committee, who filed a complaint with the prosecutor's office in mid-February. The opening of the investigation after Corbani’s complaint was a necessary step.
Sala added: We will request a meeting with the Court of Auditors, the prosecutor's office, and the tax agency.
The valuation of the stadium was carried out by this very government institution. Who were we supposed to ask for an appraisal? NASA? Who better than the tax agency to carry out an independent valuation?
The mayor assured that the procedure will continue.
