Italy: National Anti-Corruption Authority raises concerns over Stadio Flaminio renovation

Anac demands full documentation
According to Il Corriere della Sera, Anac, at the request of Roma Nuoto, reminded the Rome city administration, led by Mayor Roberto Gualtieri, that when choosing between a fully developed project (Roma Nuoto's proposal), which is only awaiting public interest certification, and another still in the preliminary phase (Lazio's proposal), it is better to select the one offering greater guarantees. This is a point gained by Roma Nuoto, putting Lazio owner Claudio Lotito at a disadvantage, despite presenting an updated feasibility plan for a 50,000-seat stadium.
Anac emphasized that the process of Stadio Flamino’s renovation is marked by unexplained inequalities. On one side is a detailed project by Costruzioni Civili e Commerciali del Nuoto Romano, while on the other is only a sketch presented by Lazio's owner, Claudio Lotito.
The administration is requested to provide a copy of the preliminary feasibility study presented by S.S. Lazio within 15 days of receiving this notice and to address the issues raised, providing detailed and regular updates,
Anac stated. It is also recommended to maintain maximum transparency in all activities related to evaluating the proposals submitted by the promoters, regardless of the administration's decision on the project's public utility.
Is the city favoring Lazio's project?
Roma Nuoto claims it was forced to turn to Anac and does not rule out involving the Administrative Court of Lazio (Tar del Lazio) due to Mayor Gualtieri's public statements favoring Lazio's project. On December 13, when Lotito presented the preliminary feasibility study, Gualtieri commented, It's a beautiful project, and we are satisfied.
Meanwhile, a few days earlier, the municipal services conference had expressed a positive opinion on Roma Nuoto's proposal to create a multifunctional sports park with padel courts, an Olympic swimming pool, a gym, an ice rink, a supermarket, and a fast-food restaurant. In the case of S.S. Lazio's proposal, it should be noted that no feasibility project has been presented so far. According to the administration's information in a note dated January 23, 2025, the club has only submitted a preliminary feasibility study, far from the complete project required by law,

Now, the decision is up to the Rome City Council, which must inform Anac about Lotito's project within a few days to ensure equal opportunities for all. City officials insist that the authorization process is fully transparent. Ten days at most, and we will make a decision,
officials say. Meanwhile, Roma Nuoto is still waiting for the City Council's official approval of public interest, despite submitting their project weeks ago.
