The Bahia State Prosecutor's Office (MP-BA), through the 2nd Consumer Protection Prosecutor's Office, has initiated a Civil Investigation Preparatory Procedure to examine potential irregularities at the Estádio Roberto Santos in Salvador.

Identified main hazard

The investigation was launched based on technical reports published by the Bahia Football Federation (FBF), which pointed to structural and safety issues within the facility. According to the information provided by the MP, one of the main hazards identified at the stadium is the lack of an adequate lightning protection system. A report from the Lightning Protection System (SPDA) showed that the structure does not meet the NBR 5419 standard, which could pose a risk to players, technical staff, and fans during thunderstorms.

A long list of improvements needed

In light of these findings, the infrastructure was deemed insufficient in several areas. The Ministry has issued recommendations for the stadium to implement the following measures: introduce a routine for interrupting matches and evacuating to safe areas in case of storms, develop a new lightning protection project, replace the net separating the field with tempered glass to reduce the risk of field invasions, replace damaged wooden doors in restrooms, take actions to maintain cleanliness and proper maintenance of the stands, ensure that electrical installations in food sales and preparation areas are hidden or protected by pipes for sanitation purposes, install drinking water fountains in accessible locations, maintain separate, properly cleaned locker rooms for technical teams and referees, and ensure the maintenance and sanitization of equipment and furniture in the locker rooms.

What do the stadium caretakers say?

The Prosecutor’s Office emphasized that it will monitor the implementation of these recommendations and may take legal action if the stadium fails to make the necessary changes. Those responsible for the infrastructure at Estádio Roberto Santos responded to the allegations, claiming that all reports regarding the mentioned issues are up to date, with the only backlog being the replacement of the nets with high-thickness laminated glass panels. It was also reported that the tender process for hiring a specialized company to carry out this task is already underway.
