Spain: Valencia halts the construction of a sports facility near Nou Mestalla

Valencia CF has submitted a design for the building of a new sports centre in close proximity to Nou Mestalla. However, the City Council will not examine it or grant a licence until the club has paid the estimated €11.2 million for Benicalap sports centre.

Design for third sports centre building
Valencia CF has submitted a document to Valencia City Council entitled Detailed study of compatible uses with the Sports Centre.
This project sets out the purpose of the building at new stadium in the Cortes Valencianas district. Its main objective is to identify possible additional uses for the sports infrastructure.
Despite the presentation of a detailed project, the City Council decided not to start the analysis of the documentation or the building licence process. These steps are conditional on the payment of €11.2 million for Benicalap sports centre by the club. This decision is in line with the conditions set out in the municipal deeds to guarantee the completion of the project.
The study contains a lot of relevant information, such as building regulations, urban planning objectives, landscape analysis and justification for the proposed solutions. An important element of the document is also an assessment of the effects of the project on the surrounding urban infrastructure. The study presented clearly defines the proportion of facility use in the stadium area. The predominant sports use is expected to account for more than 50% of the total development area on the site. Additional uses include hotel and commercial functions, in line with the provisions of Council Decree 215/2020.
According to the project, the development capacity of the stadium is 42,276 m². The remaining 41,388.83 m² is provided for the construction of facilities compatible with sports uses. All these are to comply with local urban planning regulations, including the minimum number of parking spaces.

Urban design principles
The new stadium has been designed as a free-standing building to retain its character as a landmark in the city. The regulations require the distance between the stadium and other buildings on the plot to be at least 15 metres for buildings up to 6 metres in height. Narrowings of up to 7.5 metres are permitted where there are vertical circulation cores, but these must not exceed 20% of the length of the stadium façade. The distance between the Nou Mestalla and the building o are greater than those established in Article 18 of the ATE Plan Modification.
