Italy: Land survey for new San Siro underway

AC Milan and Inter Milan are continuing work on the construction of a new stadium. Technical studies at the Parco dei Capitani are a key step in the development of the new San Siro and the purchase of the land.

Interest in buying San Siro and surrounding land
On November 4, 2024, AC Milan and FC Internazionale Milano expressed their formal interest in purchasing Stadio Giuseppe Meazza and the adjacent land. This event marked the start of an intensive dialogue with the city administration to reach a common solution regarding the future of the San Siro and its surroundings. To ensure that the process is effective and transparent, the Milan authorities have set up an interdepartmental working group to hold talks with the football clubs.
A key point of negotiation is the possibility of moving the stadium to a new location in the Parco dei Capitani. This green space near the San Siro has become the subject of a detailed technical study to assess the feasibility of the project.
Technical studies in Parco dei Capitani
The first studies at Parco dei Capitani began on January 10, 2025. These were exploratory studies that were carried out without interfering with the soil, thus reducing the potential environmental impact. The next phases of work, which started on January 17, involved more advanced analyses, including soil and groundwater level surveys.
During these activities, temporary piezometers were installed in the park to monitor groundwater levels. Importantly, the surveys carried out by external companies on behalf of Milan and Inter are being carried out in a minimally invasive manner, without soil sampling. This approach aims to protect the environment and avoid potential conflicts with local residents. In addition, in preparation for the project, the Patroclus tunnel, located near San Siro, was temporarily closed to traffic. A technical inspection was carried out in it to assess the condition of the infrastructure and to identify possible interventions.
After years of debate about the future of the San Siro, the choice of this location could mark a breakthrough for both Milanese clubs' dreams of a modern stadium. Photographs and accounts from residents of nearby Via Tesio, documenting work on the park, highlight that plans for the new arena are taking concrete shape.
A feasibility document is scheduled to be presented in February or March 2025. Once it has been analysed by the municipal authorities, negotiations for the sale of the site will begin. Its value has already been provisionally estimated by the Agenzia delle Entrate at €197 million, of which €73 million is for the stadium and €124 million for the surrounding land.
Time pressure and key deadlines
One of the most important aspects of the project is meeting key deadlines. In October 2025, a restriction by the Soprintendenza (the state body responsible for the protection of cultural, historical, artistic and archaeological heritage) on the second ring of the San Siro stadium will come into force. If the sale of the site is not finalised before that date, the project could face serious administrative and legal obstacles.
However, if the sale were completed in time, the process of transferring ownership from the public to the private sector could be greatly simplified. The construction of a new stadium in the Parco dei Capitani would then become a viable scenario.
