Transport revolution and limited traffic zone around the stadium

The project is expected to take three years to complete, with the renovated Stadio Flaminio slated to open in 2028. The stadium will have a capacity of 50,000 seats and will be surrounded by a new restricted traffic zone (ZTL), named ZTL SS Lazio. This zone will be activated three hours before matches to isolate the stadium from vehicles, requiring at least 70% of fans to rely on public transport.

This plan, still subject to refinement in later project phases, also addresses the lack of parking in the area and the inability to build new facilities due to archaeological constraints. These include a necropolis, the ancient Via Flaminia, nearby mausoleums, and potential findings around the stadium, originally designed by Pier Luigi Nervi, as revealed in excavations conducted between 2009 and 2010.

Lazio seeks funding for a project exceeding initial estimates

The project’s cost has risen from initial estimates in July, when it was projected at €250 million. It is now expected to cost €392 million (plus VAT). The document submitted to the city notes Lazio’s intention to explore and refine the financial structure of the project. Public funding, in the form of capital and interest contributions, may also be pursued in collaboration with the city, regional authorities, and other institutions.

The Lazio Sports Company presents this proposal for the renovation and modernization of Stadio Flaminio, possibly through the creation of a ‘special-purpose vehicle,’ in accordance with the stadium law (‘legge Stadi’), reads the letter. This means the club could establish a dedicated entity for stadium construction to avoid directly burdening its financial statements tied to sporting operations.

Goal: Euro 2032 and year-round stadium use

Lazio’s leadership emphasizes that the proposal aims to upgrade the stadium to meet UEFA category 4 standards, suitable for hosting major international events, including UEFA European Championship finals like Euro 2032.

The project also seeks to integrate the stadium into the urban and socio-economic fabric of the Flaminio district. Moreover, it will optimize the interior and surrounding areas, enabling year-round use for various events, such as concerts and other entertainment activities. The plan includes revitalizing nearby spaces, including Corso Francia viaducts, which are currently in advanced states of decay.

Rome’s mayor impressed by the proposal

The dossier submitted to the Capitoline Hill includes environmental, transportation, architectural documentation, and an economic investment plan. Authorities will now assess the materials for compliance with legal requirements. If approved, the first Service Conference will be convened to evaluate the project details and provide feedback and further guidance.

Lotito’s plan and his team’s efforts are excellent, and we’re pleased, said Rome’s mayor, Roberto Gualtieri. Of course, it will require careful evaluation, but it’s a highly interesting concept, particularly regarding urban revitalization. The procedures will demand a thorough examination of the documents, but I believe the key aspects are positive. We’ve congratulated the team on the quality of their plan.
