Italy: Lazio’s Flaminio redevelopment project eagerly awaited The future of Stadio Flaminio depends on decisions the authorities will make in the coming months. However, the municipality cannot handle this task alone. ANAC, the National Anti-Corruption Authority, has expressed its willingness to support the municipality in this matter.

What does this involve?

As reported by Martina Zanchi in Tempo, the National Anti-Corruption Authority, at a meeting held on July 24, decided to closely monitor the municipality's actions regarding Flaminio, offering the Capitol this option. Rome’s city government (Roma Capitale) can choose to use the tool of joint oversight, a form of supervision that protects the administration from the risk of errors in terms of compliance and legality. This assistance has been available to public administrations for several years.

The oversight allows public administrations that agree to its use to submit tender documentation in advance to the authority, which within a very short time, between 5 and 8 days—according to ANAC's website—provides comments and advice, helping to correct potential mistakes. Why use it? Joint oversight is primarily preventive and aims to ensure that tender processes are properly conducted and to prevent criminal infiltration.

Roma Nuoto or SS Lazio?

The Capitol must now decide whether to accept ANAC's offer of cooperation. Meanwhile, the Services Conference, which has just resumed, will have to assess Roma Nuoto's proposal, while Palazzo Senatorio is still awaiting the project from SS Lazio. Mayor Gualtieri has already expressed his approval of the information released so far about Claudio Lotito's proposal. At the end of June, the Biancoceleste owner publicly revealed his interest in the Flaminio Stadium renovation plan, which, in full compliance with current regulations, would transform the venue into a stadium capable of hosting both national football matches and international tournaments.

Expectations around Lazio’s project are palpable. However, it is not the only project to be evaluated, and the Capitol will need to carefully assess all proposals. ANAC has extended a hand, but the burden of judgment rests on Palazzo Senatorio.
