Italy: Dozens of remarks on Parma's stadium project. What about construction?

Over a month has passed since the end of the season, the schedule for future competitions has already been set, but there is still no news about the long-planned investment. After the conference of services held a few months ago, there has been silence around the Tardini stadium renovation project.

On July 15, the topic of the redevelopment of Stadio Ennio Tardini returned to the City Council. Not to finally settle the details of the urban variant and the duration of the concession, but to answer the question posed by Councilor Maria Federica Ubaldi. This issue is important and arouses public interest. Therefore, I am asking the mayor and the competent councilors to find out: at what stage is the Decision-Making Services Conference currently and what are the next necessary steps; the updated status of project approval and implementation schedule; whether the possibility of a temporary stadium is still being considered, and what are the expected timeframes for its construction; what is the expected impact of the resolution on the land concession in the city council?

These questions were answered by Michele Alinovi, chairman of the Parma City Council. According to the information provided by him, the Conference’s work was interrupted on April 5 by the project manager, who sent comments regarding the urban part of the project. On May 7, all these comments, numbering 36, were sent, and exactly one month later, Parma FC provided its responses regarding urban issues. The Conference is currently awaiting comments on the design aspects, which should appear shortly.
Upon receiving them, the Conference will have to update the project, considering both urban and design aspects. If these changes require modifications to the economic-financial plan (PEF), it will also need to be updated and approved by a third, authorized party. Once this technical part is completed, the project will go to the City Council, which will decide on three issues: urban planning, granting the right to use the land, and appointing a delegate to officially present these decisions.
When will the modernization be completed?
Next, Parma FC will have to develop a detailed executive project, which will be required to start construction work and must be approved by the city council. The construction process is expected to take 27 months. The issue of a temporary stadium is in the hands of the club, not the city authorities, as it will not be located in Parma. Representatives are already working on finding a suitable location, but details regarding the location and schedule are not yet known.

What will change?
The project published in 2023 envisages the renovation (demolition and reconstruction) of the current stadium, which after completion will be able to accommodate 20,986 seats. Approximately 2962 m2 will be allocated for commercial spaces, including a Parma Store and Parma Calcio Museum. The estimated cost of the investment is 138 million €.
The cornerstone of the entire undertaking will be sustainable development, making the new stadium and the entire area an international example in terms of emission reduction, photovoltaic panels, rainwater recovery, and promoting mobility.
